Many SBIR/STTR Participating Federal Agencies require proposers to submit their applications for funding consideration via http://www.Grants.gov to be considered for award.
You cannot submit an application through Grants.gov unless you are registered. If you are not registered, please read the registration requirements in the announcement carefully and start the process immediately.
REMEMBER YOU HAVE TO UPDATE YOUR CCR REGISTRATION ANNUALLY!
If you have any questions about your registration, you should contact the Grants.gov Helpdesk at 1-800-518-4726 to verify that you are still registered in Grants.gov. After you submit your application through Grants.gov, it is important for you to check the status to ensure your submission was successfully received.
Agencies using Grants.gov will not accept applications rejected by Grants.gov system.
Registration Requirements: There are several one-time actions you must complete in order to submit an application through Grants.gov. These actions can vary depending upon whether or are an individual or an organization and can include:
1. Obtaining a Dun and Bradstreet Data Universal Numbering System (DUNS) number; – (This number registers you with Dun & Bradstreet’s business database as a government contractor or grant recipient, and allows the government to keep track of how much money goes to what company. If your organization does not have a DUNS number, you will need to go to the D&B website and request one (may take 1 business day). To get a DUNS number immediately, make a request by phone (1-866-705-5711). You must wait at least 24hr before using your DUNS number to proceed to the next step. Expert Tip: To limit unsolicited spam, you can request that your company’s information be excluded from D&B’s marketing lists, which are shared with numerous other organizations.)
2. Registering with the Central Contract Registry (CCR);
(You must register with this organization to submit grants electronically. In registering with the CCR, you must decide who will be the E-Business Point of Contact (E-Biz POC). To begin, go to this website and click “Create New Registration”. A checklist is provided so that you can gather all of your pertinent information to complete the registration. It includes things like the company’s bank account and credit card information as well as other Small Business Administration (SBA)-related information and goods and services codes (e.g. NAICS). Registering with the CCR can take up to 5 business days (if you already have an EIN). Here’s a checklist for registration with the CCR. You will be notified by email to renew your CCR registration yearly.)
3. Registering with the credential provider; and,
4. Registering with Grants.gov. See http://www.grants.gov/GetStarted.

Designating an E-Business Point of Contact (EBiz POC) and obtaining a special password called an MPIN (KEEP TRACK OF THIS NUMBER!!!) are important steps in the CCR registration process. The EBiz-POC will then use the MPIN to assign/approve the AOR on grants.gov.
Applicants, who are not registered with CCR and Grants.gov, should allow at least 21 days to complete these requirements. It is suggested that the process be started as soon as possible!
5. Authorized Organization Representative (AOR)
(The AOR will have the authority to actually submit the grant. The E-Biz POC authorizes who will become the AOR. The AOR must create a grants.gov login for the organization. You must then wait at least 1 business day before proceeding to the next step. The E-Biz POC can then log in to grants.gov and approve them as an AOR. Emails are automatically sent to prompt login approval, enabling timely completion.)
