2012 DOE SBIR/STTR Announcement Changes – UPDATE

The Department of Energy has issued its FY 2012 Phase I (Release 1) Funding Opportunity Announcement (DE-FOA-0000577) for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs.  Qualified small businesses with strong research capabilities in science or engineering in any of the research areas sought in the announcement are encouraged to apply.

The deadline for receipt of Phase I letters of intent is August 25, 2011, 11:59 pm EST.   Grant applications to either program must be submitted by September 19, 2011, 11:59 p.m. EST.

Submitting your Application

Applications will only be accepted electronically through www.grants.gov.  The application package can be downloaded from Grants.gov:  https://apply07.grants.gov/apply/UpdateOffer?id=68550.  Click on “Download Application Package” at the bottom of the page.  Additional information is available on the DOE website at www.science.energy.gov/sbir.

Changes to DOE’s SBIR and STTR Programs for FY12
In a recent email (see attachment), we described important changes in DOE’s SBIR/STTR programs for FY12.  Applicants are advised to review these changes.  The most significant change is that we are issuing two Phase I Funding Opportunity Announcements in FY12. Release 1 contains topics from the Office of Science; Release 2 which will be posted in early December 2011, will contain topics from DOE’s applied programs.

**** IMPORTANT ****

All Phase I applications must be submitted through Grants.gov web portal to be considered for award.  You cannot submit an application through Grants.gov unless you are registered.  Please read the registration requirements carefully and start the process immediately.  Remember you have to update your Central Contractor Registration (CCR) number each year (see Registration Requirements below).  If you have any questions about your CCR, please contact the Grants.gov Helpdesk at 1-800-518-4726.

 

Registration Requirements: There are several one-time actions you must complete in order to submit an application through Grants.gov (e.g., obtain a Dun and Bradstreet Data Universal Numbering System (DUNS) number, register with the CCR via the credential provider, and register with Grants.gov).  See Grants.govGet Registered” and use the Grants.gov Organization Registration Checklist to guide you through the process.  Designating an E-Business Point of Contact (EBiz POC) and obtaining a special password called an MPIN are important steps in the CCR registration process.  Applicants, who are not registered with CCR and Grants.gov, should allow at least 21 days to complete these processes.  It is suggested that you begin the registration process for each of these requirements as soon as possible.
