These DoD pre-solicitations were issued on April 24, 2015. This announcement opens a 30-window during which you can talk directly to its Technical Points of Contact (TPOCs), before proposals may be submitted beginning on May 26, 2015.

As is our standard recommendation for clients seeking to submit any SBIR/STTR proposals and for DoD funding consideration; we strongly encourage you to use this 30-day window to speak with a TPOC! After the 30-day window closes, the TPOC’s contact information is removed from viewing.
Reasons we recommend you speak with a TPOC:
- TPOC is often the author of the topic;
- In speaking with a TPOC, you can gain valuable information and insights – such as obtaining technical clarifications about the topic, as well as its scope;
- In speaking with a TPOC, you can posit your solution to gain a better understanding if, and how well your innovation meets the goals of the topic; and,
- Only you and the TPOC will know what you discussed – your conversation is private, during this 30-day window.
**When the 30-day window closes, you are still able to post your questions, anonymously to the SBIR/STTR Interactive Topic Information System (SITIS)- which is a public forum.

- April 24 – DOD Pre-Solicitation released;
- May 26 – Solicitation opens & TPOC communication ends
- June 24 – Proposal deadline 6 PM (EST)
The Department of Defense (DoD) issues three SBIR and two STTR solicitations for proposals annually. Each solicitation has a: pre-release, open and close. During the pre-release period the government is not accepting proposals, but small businesses can discuss technical questions directly with the topic authors (contact information available in each topic). Once the solicitation is open, direct questions with the topic authors are no longer allowed, but technical questions may be submitted anonymously through the SBIR Interactive Topic Information System (SITIS)
