DoD SBIR 2009.2 Solicitation Pre-released

Army, Navy, DARPA, DTRA, DMEA, and OSD invite small businesses to submit proposals under this solicitation. During the pre-release period, which ends on May 17, 2009,   you may contact the topic authors directly (contact information is listed with the topic) to ask technical questions about specific solicitation topics.

DoD will begin accepting proposals on May 18, 2009 and will close to proposals on June 17, 2009 at 6:00 a.m. ET. Plan ahead and submit your proposal early to avoid the risk of Web site inaccessibility due to heavy usage on the final day.

Six DoD components will participate in the 2009.2 solicitation

1)     Department of the Army,

2)     Department of the Navy,

3)     Defense Advanced Research Projects Agency (DARPA),

4)     Defense Microelectronics Activity (DMEA),

5)     Defense Threat Reduction Agency (DTRA), and

6)     Office of Secretary of Defense (OSD).

The solicitation lists all the R&D topics under which DoD is seeking proposals, and also contains detailed information on the parameters of the SBIR program and how to submit a proposal.

Small firms apply first for a six-month phase I award of $70,000 to $100,000 (unless otherwise specified in the component instructions) to test the scientific, technical, and commercial merit of a particular concept. If phase I proves successful, the firm may be invited to apply for a two-year phase II award of $500,000 to $750,000 to further develop the concept.

Technical Q&A through SITIS

Once DoD begins accepting proposals on May 18, 2009, no further direct contact between proposers and topic authors is allowed, but proposers may submit written questions through the SBIR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing. SITIS closes to new questions on June 3, 2009. All questions and answers will be posted up to June 17, 2009. All proposers are advised to monitor SITIS at http://www.dodsbir.net/sitis  during the solicitation period for questions and answers and other information relevant to the topic under which they are proposing.
