SBIR/STTR Tutorials by SBA (Multiple Informational Formats)

SBA’s Online Tutorials is a set of courses designed to help interested parties learn more about the Small Business Innovation Research (SBIR) and the Small Business Technology Transfer (STTR) programs. Whether you’re assisting a client, or are a client interested in submitting an SBIR/STTR proposal for funding, these online tutorials are a great starting point to learn more about the SBIR/STTR proposal process.

Individuals learn in different ways, so the information in each course is presented in three different formats. Pick a format and then use that throughout. The video format is designed for people who learn best by listening to others speak; while the multimedia format, the default in each course, provides a mixture of text and video clips. For those that prefer to read, simply select the text or PDF version. The tools section contains materials to help facilitate both learning and retention. To check on learning for each course, take the short quiz either as a pre- or post-test.

This is the one-stop shop to find contact information for those individuals.  Contacts on this page ARE NOT Program Managers (PMs) or Technical Points of Contact (TPOCs), or Topic Authors (TAs) for individual agency SBIR/STTR solicitation topics. You should go to the specific agency’s SBIR/STTR microsite or to actual SBIR/STTR solicitations to find topic-specific contact information.

Open Solicitation TOPIC Search Through SBA

Use this search to query on keywords (one keyword or phrase at a time) related to your technology/innovation to determine if there are any open solicitations, with topic areas for which there might be a match.  We suggest that you NOT filter by Agency, as topics well aligned with your technology/innovation space may exist under agencies you might not presume.

Past (Closed) Solicitation TOPIC Search Through SBA

This search enables queries of technology/innovation keywords (use one keyword or phrase at a time) to see if a solicitation focused on any technology area similar to yours, was issued in the past. Many times the solicitation also gives the name and contact information for the Topic Author, Program Manager or Technical Point of Contact (TPOC) who managed the agency topic. IPart can counsel you on how to contact these individuals to find out more about the previous solicitation and see if there is any interest in rejuvenating the topic area for a future solicitation.  We suggest that you NOT filter by Agency, as topics well-aligned with your technology/innovation space may exist under agencies you might not presume.

SBIR/STTR Awardees Search – If you are looking to partner with a specific company in a specific technology area – this search can provide you with useful information about the awarded companies. See what topic the company was awarded funding, by which agency, under what funding opportunity, where, and for how much. You can then do a web search for the Solicitation as well.

SBIR.gov Agency Solicitation Schedule – Grid and Listing of Anticipated Agency SBIR/STTR Solicitation Releases/Deadlines.  Helpful for submission planning purposes. This is also located on our Solicitations Page.

IPart Guide to Agency Registrations – This is a downloadable .pdf containing SBIR/STTR Agency registration hyperlinks. The linked document is a grid of the registrations required by federal agencies that should be in place prior to federal proposal submission. Please read ALL solicitation submission guidelines for the most accurate and current federal agency registration requirements. All registrations mandated by the agency for submission will be located in their SBIR/STTR funding Opportunity Announcement/Solicitation. Please ensure you read through your FOA/Solicitation in its entirety.

Create a Login.gov account FIRST, as a number of agency-specific, registrations sites are now using this universal, federal login.  One account and password, Login.gov is a secure sign-in service used by the public to sign in to participating government agencies. Participating agencies will ask you to create a Login.gov account to securely access your information on their website or application.

You can use the same username and password to access any agency that partners with Login.gov. This streamlines your process and eliminates the need to remember multiple usernames and passwords.

Federal Employee Identification Number (FEIN) – In order to complete your mandated System for Awards Management (SAM) registration – which you must have to electronically submit your SBIR/STTR proposal(s), your company MUST HAVE a FEIN.

System for Awards Management (SAM) Registration – Please check and double check your SAM Registration to ensure it is current and not expired.  Also – Please be aware that you may receive email solicitations to renew your registration from companies charging a fee to do so.

Grants.gov – This he centralized, official U.S. government website where organizations can find and apply for federal grants. Managed by the Department of Health and Human Services, it acts as a single, FREE portal for over 1,000 grant programs from 26 federal agencies, streamlining the process for businesses, nonprofits, governments, and researchers.

Research.gov – This is the NSF’s Proposal Submission and Grants Management Portal

SBIR.gov Registration – Small businesses need to register to gain access to the SBIR.gov system. Completed registrations will receive a unique SBC Control ID to be used for submissions at any of the 11 participating agencies in the SBIR or STTR programs.

ALL GOVERNMENT REGISTRATIONS/RENEWALS ARE FREE.  Any link provided in an email for renewals AND Charging a FEE – IS A SCAM –  PLEASE BE ALERT!

US Patent & Trademark Office (USPTO) IP Awareness Assessments – The USPTO Intellectual Property (IP) Identifier tools are free, user-friendly, web-based tools designed to help inventors, entrepreneurs, and small businesses identify their potential IP assets (patents, trademarks, copyrights, and trade secrets) and determine how to protect them. Both BASIC and ADVANCED IP Identifier tools are available on this webpage on the left side of the menu column. IP Awareness Assessment helps users with little to no IP experience identify, understand, and protect their creations. These assessments also ask questions about your business, product, or service to identify potential IP, including patents, trademarks, copyrights, and trade secrets.

Basic IP Identifier:  6 questions.  The basic assessment, containing six (6) questions covering various types of intellectual property (IP), allows a quick determination of potential IPs of the user.

Advanced IP Identifier: 8 questions. You indicated that you are aware of the types of IP that your business may have. USTPO Advanced IP Questionnaire contains information on various types of IP (Copyright, Design Patent, Plant Patent, Trademark, and Trade Secret). You can select a particular IP topic that you would like to get included in your Advanced IP Identifier. Based on the topic you select and your answers to questions, you will receive a customized report containing detailed resources tailored to your specific IP circumstances.

USPTO also provides valuable guidance on Patent Basics, Trademark Basics, Copyright Basics, and, Other Related Learning & Resources.

Department of War (DoW) SBIR/STTR Learning, Support & Templates – This DoW Resource is helpful for providing guidance on the following SBIR/STTR DoW proposal preparation areas: Proposal Cover Sheet; Cost Volume – Cost Breakdown Guidance & Understanding Cost Volume Terms; and Company Commercialization Report. It also provides template materials for both a Phase I and Phase II for all branches offering these funding opportunities.

Small Business Administration – The SBA oversees the SBIR (11 Federal Agencies)/STTR (6 Federal Agencies) programs operating in different federal Agencies. This weblink provides a brief overview of all of the SBAs grant funding the programs.

Federal Business Contract Opportunities – SAM.gov – provides a search through over 24,000 federal funding opportunities.  Find Contract Opportunities (hyperlink updated last 2/24/26) You can search for helpful SAM registration information using their Knowledge base Search.

National Small Business Association (NSBA) – Focused on federal advocacy, enacting critical access to capital programs, preventing unfair small-business tax penalties, and repealing some of the most potentially damaging laws and regulations, are just a few examples of NSBA’s successes and what they do every day.  NSBA is known for their Economic Reports as well as the valuable results of their targeted surveys. NSBA’s legacy and reputation is a pragmatic, non-political, small-business advocacy organization, representing the 70 million owners and employees that make up American small business.

Small Business Technology Council (SBTC) – The Small Business Technology Council is a non-partisan, non-profit industry association of companies dedicated to promoting the creation and growth of research-intensive, technology-based U.S. small business. SBTC is a council of the National Small Business Association (NSBA), the nation’s first small-business advocacy organization celebrating more than 75 years in operation.

State Science & Technology Institute (SSTI) Weekly Digest Subscription – SSTI is a national nonprofit organization that leads, supports, and strengthens efforts to improve state and regional economies through science, technology and innovation.  As the most comprehensive resource available for those involved in technology-based economic development (TBED), SSTI offers the services that help build tech-based economies.
