We support Pennsylvania’s innovative, small businesses in developing high-quality, SBIR/STTR proposals though our PhI, Pre-Proposal Assistance Program (PPA), and/or PhII, Federal Marketing Assistance (FMA) Program. Both assistance programs provide our clients with sector-specific, subject matter expert Technical Reviewer feedback for improving their final proposals, thereby enhancing their competitiveness - for a greater chance of award. Our assistance programs also provide the opportunity to qualify for our competitive, MicroGrant/MicroVoucher funding assistance (Ph0 Awards) to help offset the cost of proposal preparation/submission. All services provided are at no cost to our clients.
*In order to qualify for Pennsylvania’s IPART SBIR/STTR assistance, the physical address of the company/applicant registered under SAM.gov MUST be in Pennsylvania and should not be a PO Box, BOX, UPS, etc. or Residential Property address.
The proposal assistance detailed below provides resources and financial assistance for our clients/companies who fall within four primary categories:
- Those who have not previously submitted proposals for PhI SBIR/STTR awards.
- Those who have previously submitted proposals for SBIR/STTR awards, but have thus far, been unsuccessful.
- Those who have been awarded PhI funds and are now looking to submit a proposal for their first PhII award.
- Those who may have received previous SBIR/STTR awards (10 or less) and are seeking additional or value-add assistance.
