To get started, make sure you have completed our Do I Qualify? form if you have not worked with IPart on your PhI proposal. This will initiate contact with the IPart team and we will reach out to you after your form has been received and reviewed to move onto next steps. If you worked with us on your federally awarded PhI proposal and are now ready to move onto PhII, simply email IPart’s Executive Director, Kelly Wylam, at Kelly.wylam@benfranklin.org when you are ready to begin working on your PhII proposal submission.

Phase II Proposal Development Assistance

The Innovation Partnership (IPart) has developed an agency-agnostic instrument called the IPart Federal Marketing Assistance (FMA) Template to assist SBIR/STTR applicants. Similar to the PhI template, this tool will provide the opportunity for IPart to work with each client, providing 2-5 iterative feedback loops as appropriate, to improve the format, spelling, grammar, and readability of the responses, ensuring each response is thorough, well-presented, and comprehensive for the reader. However, to be more in line with the client’s goal of submitting a proposal for a PhII SBIR/STTR award, this FMA focuses more on the commercialization of the project, having already completed the initial R&D and feasibility testing phases.

A Pre-Proposal Technical Review is offered to applicants whose proposal concepts have strong potential for competing successfully to win federal funding. These reviews, conducted by two subject matter experts (SMEs) provide comprehensive and valuable feedback to our clients in regard to the feasibility of their commercialization strategy, as well as their ability to thoroughly describe their plan to bring their project to market. This valuable feedback is at no cost to the client.

All proposal concepts under review are fully protected by non-disclosure agreements to ensure confidentiality of proprietary information.

Clients who are awarded a Federal Marketing Asisstance (FMA) award from IPart will receive financial assistance that reimburses one-half of the cost incurred in preparing the proposal itself or up to $8,000, whichever is less. These awards are for Phase II SBIR/STTR proposal preparation. Payment of the FMA award can be made directly to a Preferred Provider (PDF)  (SBIR/STTR grant assistance professional) for their services or used to defray proposal prep administrative costs.

Please note:

IPart DOES NOT currently assist clients seeking to submit FastTrack or Direct to Phase II proposals if the client has never successfully submitted and won PhI(s) or PhI & PhII awards previously. If a client has previously been awarded a PhI or PhI & PhII awards, consideration MAY be given to assist with a FastTrack/Direct to PhII submission, but, only after a one-on-one consultation with the IPart Executive Director and there is a majority of agreement with the IPart Investment Committee.
