FY 2016 DoD Rapid Innovation Fund (RIF) Announcement

The Rapid Innovation Fund (RIF) is designed to transition innovative technologies, primarily from small businesses that can be rapidly inserted into acquisition programs that meet specific defense needs.

RIF provides a collaborative vehicle for small businesses to provide the DOD with innovative technologies that can be rapidly inserted into acquisition programs that meet specific defense needs. RIF is administered by the Office of the Secretary of Defense (OSD) Assistant Secretary of Defense for Research and Engineering (ASD R&E) and Office of Small Business Programs (OSBP).  For these projects, the DoD seeks mature prototypes for final development, testing, evaluation, and integration.

Under this program, $250 M is available with the maximum award amount of $3M and 2 years to execute the project.

Other Important Information

This will be a two-step solicitation process (read BAA Section 9.0):

Submission of White Papers (read BAA Section 9.5)
Submission of Full Proposals (By Invitation Only) (read BAA Section 9.6)

White Papers must be submitted no later than 3:00PM Eastern Time 5/3/2016 (read BAA Section 1.3, Key dates) to any of the Service or DoD Agency submission websites. White Papers shall address one of the requirements listed in BAA Section 13.0 of this announcement. Only UNCLASSIFIED White Papers will be accepted. Classified White Papers are NOT accepted under this BAA.

Solicitation Changes and Answers to Formal Questions are posted on fedbizopps.gov and DoD encourages offerors to check the website regularly for posted changes.

NOTE: Due to maintenance issues, the Air Force submission site is currently not available to accept submissions. The site is expected to be back on-line not later than March 29, 2016. The deadline for submission has not been changed. See Amendment 1 to the BAA, posted on March 13, 2015.
